How Safe is Vermont Yankee? Ask the NRC, Not CNN.

Another colleague of mine here at NEI forwarded me a copy of the 4Q2011 Performance Summary at Vermont Yankee conducted by the independent Nuclear Regulatory Commission.

Open it up and what will you find? Nothing but the color green.

Some Facts on Vermont Yankee That Didn't Make the CNN Report

My colleague Tom Kaufmann shared a couple of data points with me that didn't make it into the excerpt of the CNN report by Amber Lyon that we watched today -- facts that demonstrate just how important the plant is to the state, its environment and economy.
  • VY makes 73.3% of the electricity generated in Vermont and accounts for 79% of the state’s emission-free energy.
  • VY’s three-year average capacity factor is 92.2% - above the industry average.
  • VY avoided the emission of 2.7 million metric tons of CO2 last year.
  • VY’s output could charge over 800,000 all-electric automobiles in one night / 2.4 million in a day. There are less than 300,000 cars registered in the state of Vermont.

A Preview of CNN's Report on Vermont Yankee

For a number of weeks, we've been waiting for CNN to air an extended piece concerning the fight to keep Entergy's Vermont Yankee nuclear power plant operating -- a battle that's been thoroughly chronicled at the excellent blog, Yes Vermont Yankee. CNN has just posted a 4:40 teaser on their Web site, and if this snippet is any indication, we're in for more of the sort of alarmist reporting that's helped send the former cable news giant's ratings spinning into oblivion.

Case in point, this on-screen graphic that CNN's Amber Lyon calls the "damage area," around Vermont Yankee.


In the nuclear industry, this is actually known as the emergency planning zone or EPZ, drawn in a 10-mile radius around every nuclear power plant in America. As NEI notes in one of its fact sheets on emergency planning:
Within the 10-mile EPZ, the main immediate protective actions for the public include instructions for sheltering in place or evacuation. The slow pace at which an event may unfold—over several hours or days—provides time for orderly sheltering or evacuation, if necessary.
The nuclear industry prepares for any eventuality at its plants even though the risk of an actual accident causing any fatalities is incredibly small. Just a few weeks ago, the independent Nuclear Regulatory Commission released its State-of-the-Art Reactor Consequence Analyses or SOARCA. Its conclusions are encouraging:
The study found there was "essentially zero risk" to the public of early fatalities due to radiation exposure following a severe accident. The long-term risk of dying from cancer due to radiation exposure after an accident was less than one in a billion and less than the U.S. average risk of dying from other causes of cancer, which is about two in one thousand.
Later, Lyon quoted anti-nuclear campaigner Arnie Gundersen as saying that many American nuclear plants are just one "earthquake, hurricane or flood away from disaster," backed with video of the terrible floods that plagued the state in the wake of Hurricane Irene. But what Lyon failed to mention is that even when Vermont Yankee's hometown of Brattleboro was inundated by those floods, the plant remained safe (thanks again to the precautions taken in design and construction of the plant) and continued to provide electricity to consumers as they recovered from the storm.

When it comes to extreme weather events, 2011 was something of a real-life stress test for American nuclear power facilities, with plants all over the country successfully enduring earthquakes, a hurricane, massive flooding in the Midwest and a spate of violent twisters in the Southeast. We chronicled all of this in an interactive graphic we posted on our SafetyFirst microsite back in January:



All of this information, and more, could really help provide some balance to the CNN report, which is scheduled to run at 8:00 p.m. EST on both Saturday and Sunday night. Unfortunately, for some reason, CNN never bothered calling us here at the Nuclear Energy Institute, the industry's policy arm, to ask for an interview. We've since reached out to CNN's Amber Lyon letting her know that we're available. We'll update our readers if and when we get any response.

CNN's Erin Burnett Falls for Erin Brockovich and the Tooth Fairy

Last night on CNN, Erin Burnett had Erin Brockovich on as a guest. Yes, that Erin Brockovich. It was a pretty typical segment, with Burnett chatting up Brockovich about her new book, "Hot Water," a thriller she co-authored with CJ Lyons. In the course of the interview, which you can watch by clicking here, Brockovich started throwing out all sorts of accusation concerning illnesses being caused by nuclear facilities including power plants.
What really caught my attention was when Brockovich mentioned the "Tooth Fairy Project," that inexhaustable fountain of junk science fronted by Joseph Mangano. Said Brockovich: "There was a facsinating study that was done called the 'Tooth Fairy,' where they were actually studying baby teeth. And they were finding 33% increase in disease just in and around these nuclear facilities."

Yes, we've seen studies like that before -- and we've managed to debunk them. What has me shaking my head is why journalists like Burnett refuse to do the work of delving into what real scientists have to say about the Tooth Fairy Project?

Eight state departments of health have investigated Mangano's claims, and all eight states (Connecticut, Florida, Illinois, New Jersey, New York, Pennsylvania, Minnesota and Michigan) refused to validate them. Here's what the New Jersey Commission on Radiation Protection had to say about Mangano's research:
The Commission is of the opinion that "Radioactive Strontium-90 in Baby Teeth of New Jersey Children and the Link with Cancer: A Special Report," is a flawed report, with substantial errors in methodology and invalid statistics. As a result, any information gathered through this project would not stand up to the scrutiny of the scientific community. There is also no evidence to support the allegation that the State of New Jersey has a problem with the release of Sr-90 into the environment from nuclear generating plants: more than 30 years of environmental monitoring data refute this.
And here's what Scientific American had to say about one of Mangano's more recent papers concerning radiation and Fukushima:
[A] check reveals that the authors’ statistical claims are critically flawed—if not deliberate mistruths.



Only by explicitly excluding data from January and February were Sherman and Mangano able to froth up their specious statistical scaremongering.

This is not to say that the radiation from Fukushima is not dangerous (it is), nor that we shouldn’t closely monitor its potential to spread (we should). But picking only the data that suits your analysis isn’t science—it’s politics. Beware those who would confuse the latter with the former.

We've taken on Mangano repeatedly over the years, and made sure to share that information with any journalist who was inquisitive enough to ask about it. So while we're not surprised that Brockovich -- who makes a living trolling for plaintiffs no matter what the science might say -- might try to leverage Mangano's nonsense, Burnett doesn't have the same sort of excuse.

The Tooth Fairy Project has been debunked by serious scientists all over the country, yet journalists -- and in Burnett's case it's clear we ought to use that term loosely these days -- fail to ask any tough questions about the quality of its science. Why no tough questions? Isn't that what she and her producers are paid to do? Or are they just in the business of helping Brockovich sell books?

UPDATE: We just got a tip that Brockovich will be on MSNBC at 4:00 p.m. EST. We'll be watching.

Quick Hits: At Indian Point, Three Plants, The German Psyche

IndianPoint1 CNN’s Alan Chernoff goes into a nuclear plant – New York’s Indian Point, in this case – and nothing falls over on him and he doesn’t topple into the used fuel pool (which he takes a look at). In fact, he finds a spotless, well run industrial structure. Oh, and extremely secure.

Useful type of story for reporters to be doing – folks are probably pretty curious about the inside of a plant right about now.

At a House hearing, NRC Commissioner Gragory Jaczko loosely identified three nuclear plants the commission believes need further oversight:

Three U.S. nuclear power plants need increased oversight from federal regulators because of safety problems or unplanned shutdowns, the Nuclear Regulatory Commission said Thursday, although officials said all are operating safely.

NRC Chairman Gregory Jaczko said the three plants — in South Carolina (H.B Robinson), Kansas (Wolf Creek) and Nebraska (Fort Calhoun)— "are the plants we are most concerned about" among the 65 U.S. nuclear power plants in 31 states.

Jaczko did not say what issues require the extra oversight:

"The NRC felt the three required significant additional oversight but continue to operate safely," said Scott Burnell, an agency spokesman.

The story quite correctly notes that there are four levels of oversight and these plants fall into the second. The third and fourth levels would be far more serious for the plants. Tellingly, Jaczko initially told the House committee that six reactors were on the list, but three of them, at the Oconee plant, had resolved all issues and were taken off the list.

Sarah Sloat has a go at German kookiness about nuclear energy:

So then, what’s the source of this “special sensitivity?” It’s hard for the Germans themselves to pin down. Some see its root in German romanticism of the 19th century, the idealization of nature seen, for example, in the landscapes of Casper David Friedrich.

Others attribute it to the national character. “It’s all psychological; it’s typical German nervousness,” said one. Characteristics like “cautiousness” and “risk-aversion” also come up.

Sloat decides its all about Chernobyl, but I liked these better. Risk-aversion! It’s a wonder Germans drive cars or get on a plane – far riskier than having a nuclear energy plant in the neighborhood.
